Screenshots are made in either Design View or Normal View. For user help and documentation Normal View is the best choice. However if you use complex workflow in your system or have many parameter queries it may be best to use Design View to get the images in an uninterupted way and replace them afterwards using the Take Screenshot  tool.

If you are making technical documentation then Design View

If you choose Bitmap your help files will be considerably smaller then when you choose Jpeg. The reason is that HTML Help Workshop is very good at compressing bitmaps.

Select Jpeg if you want to use the HTML files for both the Help file AND for your website. Jpegs are much smaller then bitmaps and pages with Jpegs load much faster. Web visitors hate slow loading pages.
